1- Jesus didn't speak in Tongues, as not a single Saint did, prior to Pentecost (Acts 2:1-4) as speaking in Tongues was the manifestation of the Promise of Pentecost (Acts 1:8). Post-Pentecost we see that Believers spoke in Tongues among other supernatural occurrences, thus fulfilling (and continuing to fulfill) Mark 16:17. That answers Question #1.

2- He did, by His Spirit, emphasize the Gift of Tongues through the Apostle Paul (1 Corinthians 14:5; 1 Corinthians 14:39). That answers Question #2.

Indeed, we shouldn't be looking at the scriptures as though they were the teachings of Paul or Peter. It was the very mind of Christ they had when our Lord spoke through them, a revelation imparted so we would have a better understanding of His will for us (Timothy 3:16).
